Take Action

The residents of Tuscany Park in Mineola, TX (Wood County) are petitioning our government officials to take action that will make travel along Highway 37 safer. Currently, drivers may need to stop in a 60 MPH travel lane in order to enter a business or residence that requires the crossing of oncoming traffic. Other drivers must either stop or pass on the shoulder. This has resulted in several serious accidents. We are proposing that a center turn lane be added to prevent the need to stop in the travel lane prior to making a left-hand turn. This will reduce accidents and help maintain the flow of traffic.

Transfer of Common Property - Scheduled to be complete by March 15th

• O&M Plan needs drafting - in progress

• The EAP draft needs finalization - copy received and in progress

• Ramey Water repair of water line that is underway should be completed by March 8th.

• Dam Safety Inspection Report 9-16-2019 - Dam was found in overall good condition which is the best rating by the TCEQ.

• General Warranty Deed dated 11/21/2023 - pending name change, Board approval, and signatures. Scheduled to be completed by March 15th. Taxes have been paid for 2023.

• Water Use Permit - Granted on December 3, 2008 does not allow Permittee to impound. Joe Carr will provide recent letter outlining use of water from the lake. When Joe Carr originally applied for the water permit, it was an Agricultural use permit. As the years went by and the neighborhood was built up, he changed it to a Recreational use only water permit. This means that water in our lake belongs to the State of Texas and the Sabine River Authority. No water can be removed from our lake without the possibility of stiff fines from TCEQ. This includes watering lawns. The Water Usage report for this year was filed by Joe Carr. It’s due March 1st of every year. If this report is not completed by the HOA and received by March 1st, TCEQ imposes a fine of $100 per day.

Guard Rails

• Work has been postponed by the Board until after the TCEQ inspection planned for September of this year. We want to make sure installing a guard rail does not compromise the structural integrity of the Dam. Dock will be removed while doing guard rail work - Joe Carr

Finalize 2024 Budget

• Proposed budget was presented at Annual Meeting and input was received from property owners. The Board again discussed this with property owners in attendance at the February 29th Open Board Meeting and made adjustments based on feedback. Budget and proposed due increase will be finalized and voted on by property owners pending transfer of Common Property.

D&O and Liability Insurance

• Board determined that Providential Insurance in Quitman is the best agent/broker to hold insurance policy.

Monthly Board Meetings

• The last Open Board Meeting was held Thursday, February 29, 2024. Subsequent meetings to be held the last Thursday of each month and open to all members. Location will continue to be Logan’s Place until further notice.

Website

• The subcommittee headed by Lonesome Williams is in the process of getting more documents and other pertinent items added. The website is www.TPHOA.net. Larry Elms has been working with Vernon Webb at TxDot to get a center lane installed for about the length of a mile. This lane would extend from Walmart in Mineola to Beaty Funeral home. We are hoping TxDot does prioritize this. A decision will be forthcoming in the March/April timeframe. Larry says he has reached out to local politicians including the mayor, Phil Major at the Wood County Monitor newspaper and has done a paper petition in the past. We now have electronic sign-up available at our www.TPHOA.net website. All homeowners are encouraged to sign this petition!!!

Fence Repair & Stone Entrance to Tuscany Park

• Minor repair work has been done and the board believes a fence would still be our best option compared to a hedge since the previous neighbors from the other side of the fence removed the planted red tips that Joe and Sammie Carr planted years ago. During the last Open Board Meeting it was discussed the possibility of volunteers talking some of these types of issues.

• Wood needs to be stained. Again, during the last Open Board Meeting it was discussed the possibility of volunteers talking some of these types of issues.

Mailbox Costs

• Due to homeowner concerns of current cost versus U.S. Post Office Box, the Board voted to move the physical address of the TPHOA to the U.S. Post Office.

HOA Certificate

• While still required with the transfer of property, it was determined the cost of providing HOA Certificate for sale of property was minimum. A refund has been issued for any proceeds that were above the cost to the HOA.

Homeowner Dues

• All homeowners are current on dues.
